本研究は、国産小麦の生産が増加傾向にある2010年代以降における小麦主産地の生産・販売対応を、①小麦政策・小麦需給の動向と各主産地における小麦生産の採算性への影響、②実需者が求める品質を確保するための各主産地の取り組み、③需要拡大に向けた各主産地の農商工連携の動向、④米生産調整をめぐる動向と各主産地の小麦転作の取り組み及び転作小麦の販売対応、を中心に分析し、小麦増産に必要な政策的・経済的条件と小麦主産地の対応課題を明らかにするものである。
