Outline of Final Research Achievements |
Since Japan is a disaster prone country, it is a significant issue that how municipalities and the SDF, which assists the municipalities’ activities under disaster situations, establish the collaboration in efficient and effective manner to respond to the situations. Particularly, at the time of the Great East Japan Earthquake, there were controversies on how rapidly and adequately the SDF could have dispatched its disaster relief teams and built the collaboration with local governments. The research conducted the study on the legal framework of the SDF for its disaster relief operation and made the comparison among the present state of respective countries to point out required institutional developments to prepare for the future catastrophic events.
