The aim of this study was to examine Hungarian foreign policy during the System Change(1988-1989). Especially the study was referred to relations with the Soviet Union, East Germany and Romania. In the first year, the author regarded an external factor of Janos Kadar's downfall, who was the General Secretary of the Hungarian Socialist Workers' Party, as important. In the second year, he analyzed how Hungary opened the border of Austria to let East German citizen leave for West Germany. In the final year, he focused on how Hungary coped with refugee from Romania. He argued that freedom of migration was important to an international background of the System Change.
