Outline of Research at the Start

近年の福祉改革は、多くの福祉国家における対貧困政策のあり様を量的にも質的にも変容させた。一般的な傾向として、量的側面では福祉給付(金銭給付)が削減され、質的側面では対貧困政策が「支援的」というより「懲罰的」な志向性をもつようになったといえる。この傾向は、しばしば「貧困の犯罪化」ないし対貧困政策の「懲罰論的転回」と呼ばれる。本研究では、①日本における対貧困政策―とりわけ2000年代以降の制度改革―の分析を通して、日本における対貧困政策の懲罰論的転回の固有性について明らかにすること、②西洋中心主義的な従来の「貧困の犯罪化」をめぐる議論に対する新たな知見ないし視点を提供することを目的とする。
