Outline of Research at the Start

日本は世界有数の地熱のポテンシャルを有するにもかかわらず、民間企業の抱える各種リスクが地熱発電開発の大きな障壁となっている。それを克服しうる手法として、PPP （官民連携）が注目されている。しかしながら、日本の地熱発電におけるPPPの知見はいまだ限られており、特に国際的に実施されているリスク分担に関するPPPの研究は管見の限り見られない。したがって本研究は、日本の地熱発電開発における公共と民間の連携の効果について明らかにすることを目的とする。具体的には日本の各開発地点における自治体と民間企業の協働の有無を明確化し、連携の方法、便益、日本の地熱発電開発におけるPPPの固有性について明らかにする。
