「暴れ続ける気候背景において，1945年の未曾有の異常気象が終戦の決断に影響を及ぼした可能性は？」という問いを立て、「自然と人間の関係」という観点から，歴史の転換点を再考し、戦中から終戦に至る異常気象を加味した新しい歴史像の構築を目指す．
終戦年までの異常気象や気象災害と米収穫の推定と，市民や為政者の異常気象の認識度や気候異常が及ぼす「危機感」や行動変容の有無を以下の手法で推定する．戦中の気象災害や冷夏資料のデータレスキューの他，政府史料，新聞，日記から気象や気候に触れた文言を徹底的に抜き出し，市民や為政者の異常気象認識の醸成度の進化を同定し，終戦に至る新しい歴史像を構築する．
