Codification of the administrative law improves transparency of administrative activities. In this research we investigated the documents of discussion for enacting the Administrative Review Act 1962 of Japan. And we researched the draft of Model Administrative Procedure Act in EU, "Code des relations entre le public et l'administration" 2015 of France and the Promotion of Administrative Justice Act of South Africa, what suggests a lot for further codification of the administrative law in Japan.
