Outline of Research at the Start

本研究は、「子どもを中心とした防災ガバナンス・モデルの開発」を目的とする。学校の非避難所化を前提に、子どもにやさしい避難所への転換を制度設計する。子ども参画プロトコルを基軸に、①子どもにやさしい避難所の成立条件や制度的枠組を踏まえて、②高校生、子育て世代、自治体等と協働し参画型学習を通じて、子どもにやさしい避難所の制度と運用を共設計し、③地域防災計画・子ども計画に挿入可能な条文化パッケージを作成する。開発過程と成果を定性的に評価し、短期的には、災害後の子どもの居場所が確保され子どもの日常性が継続されること、中長期的には災害管理の全過程に子どもの参画を制度化を目指す。
