研究概要

マニラの交通渋滞の原因である道路要領のボトルネックは、1)交差点の交通管理技術と個々人の運転マナーの未成熟、2)バス・ジプニ-の停留所付近の交通流の流れ、3)交通事故や車両故障による停車車輌、4)高速道路における高速走行車両、低速走行車両の混在等による生じている。我が国を含む先進国の大都市部での交通上今日と比較した場合、とりわけ運転マナーの問題が極端に道路要領を低下させる原因となっている点が特徴的である。
本研究では、道路交通に関する社会的認識が大きく異なるマニラおよび東京、さらにその中間的な位置づけとしてソウル、バンコクの4都市を対象として、運転者の行動がもたらす道路容量低下のメカニズムを解明することを目的としている。これによって、交通流理論に新しい知見を与えると同時に、途上国に共通する交通混乱の問題点を定量的に把え、その改善方策(交通管理)を提示するために不可欠である。交通渋滞に関するメカニズムの解明は、わが国の交通問題の改善に対しても当然のことながら資するところが大きいものである。
以上の背景および目的に従い、本研究では以下の調査、分析および考察を行った。
1.都市内幹線道路および都市高速道路における交通流現象調査および解析
(1)東京、マニラ、バンコク、ソウルの各都市における交通流をビデオ撮影にて調査
(2)調査による交通流の取得データの解析
2.取得データ及び解析結果を用いた現象再現モデルの構築
(1)交差点、バス停、故障車両等当該箇所の現象記述モデル
(2)渋滞発生時からのその波及過程モデル
(3)ネットワークにおける渋滞モデル
3.交通容量低下現象改善のための交通管理方法の考察
(1)道路構造、交通規制、交通流制御、取締等により交通容量低下現象を防止するまたは緩和する方策の考察
(2)日本における運転者行動改善の時系列的過程と道路交通法改正との関係の分析
以上の調査、分析、考察により、以下の知見を得ることができた。
1.運転者の車線変更や合流などの交通行動が交通流に及ぼす影響が大きく、この行動は社会経済の発展に伴い改善していく傾向にあることを明らかにした。
2.各国間のPCUの差異の原因として、(1)マニラにおける乗用車とジプニ-との車頭間隔、(2)バスの挙動性の低さ、(3)ソウルにおける乗用車挙動性の高さに大きく影響されていること、を明らかにした。
3.マニラにおけるジプニ-、ソウルのバス、バンコクにおけるパラトランジットの道路上の混在により車線変更行動が著しく、結果として交通容量を増加させている。
4.車両性能の低い途上国の都市において発進損失時間が改善されることで、容量を6〜9%程度向上させる可能性を確認した。
5.都市高速道路では、ソウルでの交通容量の大きさが顕著であり、その要因としては他都市と比較して、(1)内側車線における大型車混入率が小さいこと、(2)車線変更頻度が少なく走行速度速いこと、が明らかになった。
6.マニラにおける交通容量低下防止策として実施されている(1)交差点での左折(対向車線横断)専用フライオーバーの導入、(2)高速道路料金所の同一車線直列配置等施策のわが国への適用可能性を示唆した。
