上記研究課題の研究により、以下の点が明らかになった。移行経済諸国、とりわけ中東欧諸国は不足している資本を補うために、また、進んだ技術や経営ノウハウを導入するために外国直接投資(FDI)を積極的に取り入れてきた。そのために、外資優遇策などをとり、投資環境の整備に努めており、とくに、ハンガリーは外資主導で経済発展を遂げてきた。この点で例外的なのが旧ユーゴの1共和国を構成していたスロヴェニアである。この国は企業の民営化に際してもインサイダーを優先し、FDIの誘引にも消極的であった。にもかかわらず、経済的パフォーマンスは良好である。これは一見、謎である。FDIに対するスロヴェニアの慎重な姿勢は、独立の精神とそれを支える比較的高い国際競争力に由来する。その国際競争力の秘密はこの国の高い技術的潜在力、等にある。この国は旧ユーゴを構成した国々との関係改善により、99年移行、旧ユーゴ市場に積極的に参入しており、近年は、資本輸出国になりつつある。周縁部という点で、南東欧はロシア極東と共通点をもっている。中東欧と比べると、南東欧は市場経済を支えるとインフラストラクチャーの整備が遅れており、90年代を通じてそして2002年までFDIの額はきわめて少なく、中東欧の7分の2ないし6分の1にとどまっていた。しかし、中東欧での民営化プロセスの一応の完了ならびに南東欧での民営化の進展を反映して、2003年以降南東欧へのFDIが増加傾向にある。西バルカン諸国は概して不安定な状態にあり、投資環境は劣悪である。ただし、クロアチアは例外的に近年経済改革が進み、多額のFDIを誘引している。EUは99年以来「安定連合プロセス」を通じて、西バルカン諸国の改革を支援しており、これらの諸国の投資環境も徐々に改善され、それに伴い、FDIも増加傾向にある。
