研究概要

本研究の目的は,世代内・世代間利害対立が存在する環境,社会保障政策を扱う枠組みを提示し,投票を通じた政策決定の利害対立を明示的に考慮した政治経済分析を行うことにある.分析を通じて以下の3つの結果を得た,第一に,人々の将来に対する期待によって,社会保障政策に関する2つの均衡が実現することが明らかになった.第二に,生涯を通じた階層移動の可能性を考慮すると,低所得者が,将来の上方移動の可能性を考慮して,より低い税負担を好む,ということを示した.第三に,世代間利害対立によって,過小な環境水準と過大な社会保障水準が実現することを示した.
