| 研究開始時の研究の概要 |
Our research project analyzes how the EU and the ILO promote the SDGs. How are these goals promoted and implemented in practice in Thailand and Indonesia? We analyze the promotion of SDGs on forced labour, human trafficking and IUU fishing, through the use of the threat of economic sanctions.

| 研究実績の概要 |
I conducted more than twenty in-depth research interviews with experts on EU-Thailand relations and the ILO / IUU fisheries issue. This includes members of the EU Delegation to Thailand, the Thai MFA, and various think tank, NGO and academic experts.
I published a project-related article in a Scimago Q1 journal, the Journal of Contemporary European Studies.
I was an invited presenter at a high-level workshop involving Chulalongkorn University and the EU Delegation to Thailand in December. This workshop looked at EU-Thailand relations, and I talked about connectivity and ocean governance. I also participated in a closed high-level workshop on the reception of the EU's Indo-Pacific Strategy at the EU Delegation to Tokyo in January 2025.
Since the project started the successes of past EU norm diffusion in the fisheries sector have been challenged under the new administration, following elections. This has become an additional emerging research focus - how does the EU try to achieve enduring compliance in the medium to long term, once it has made normative breakthroughs in target states, and experienced a degree of 'blowback' which threatens previous gains?

理由
Research progress is going well, which is much as I have expected. I have already published two chapters in a Routledge book on the SDGs, setting out the baseline theory and case study analysis for the project. I have carried out many valuable expert interviews, and created a robust network of academic and diplomatic contacts. I have also prepared a book manuscript on EU norm diffusion in the Indo-Pacific as a result of my research which includes two long chapters on EU-Thailand issues. The research question has evolved, and the relative focus is now on consolidation of existing gains in the Thai case, rather than exporting the model to other states in the region. Theorizing this blowback and compliance challenge reflects the emerging reality off the Thai case, and innovative.

| 今後の研究の推進方策 |
I published one project-related article this year. I have a Revise and Resubmit for another relevant article with a high-impact journal, and have a third project-related article under review with a Scimago Q1 journal. I will work on revisions for these articles. I will also submit my manuscript to a leading Routledge book series on EU Studies, the editors of which have already expressed an interest in publishing it. Finally, with professors at Chulalongkorn University we are drafting a future joint application for the JSPS Bilateral Joint Research Program. We will apply for this grant together to research a wide range of areas connected to Blue Security, including fisheries, IUU, and forced labour. This award would allow the major themes of this research project to be carried forward.
