研究概要

平成3年度の研究は、平成2年度に集められた文献や資料を精読し、そして、2ケ所で行なわれたプリテストのインタビュ-の内容をも吟味し、コオペラティヴ・インタ-アクションとコオペラティヴ・ガヴァナンスの理論を完成させた。これが、Yoshitaka OkadaとRogers Holling sworth共著の“Cooperative Sectoral Governance Structure of Japanese Semiconductor IndustryーFramework for Analysis"である。この概念をもとに質問表を作り、市場、クオザィ・インテグレ-ション、組織の違いを把握すべく本格的なインタビュ-を開始した。日本の大手半導体企業の6社へ協力をお願いし、販売、機械の購入、部品・材料の購入、研究開発の専門家4人の方々に質問表を答えていただくと同時に、1人約2時間、内容を掘り下げてインタビュ-を行なった。また、振興会や工業会のコオペラティヴ・カヴァナンスへの役割をはっきりさせるため、半導体振興会、日本半導体製造装置協会、半導体国際交流センタ-、日本電子機械工業会、日本電子工業振興協会、外国系半導体ユ-ザ-協議会、日本電子部品信頼性センタ-等でのインタビュ-を行った。これらのインタビュ-に相当量の時間を費やし、まだ終わっていない所も残っているが、今までのインタビュ-の記録を見ながら、再度理論に肉付けをしている。
日本に多く見られる中間形態は、蓄積と継続のコストを計算に入れた合理的判断の基準が強く働いており、QCDSを満たすには、この理論を効率良く活用しなければならない。それ以上に、信頼関係をもとに将来の蓄積と継続を作り出す、よりリスク・テ-キングな活動をしなければ、このガヴァナンス構造の中では、企業は生き延びれない。すなはち、以前の理論に、新しく蓄積と継続の理論を導入しなければならないと考えている。
