研究概要

「制度の国際整合性」の研究では、様々なアプローチを使って研究を行った。例えば藤原は国際機構を通じて各国の環境負担が交渉で決定されることの効果を分析した。具体的には2段階交渉ゲームの枠組みで、1段階目の非協力ゲームの戦略変数に自国の省エネ投資などを組み込むことで、各国が(国際機構が作られず2段階目も非協力ゲームが続くと予想した場合に比べて)省エネ投資を戦略的に削減し、2段階目の交渉で有利な立場に立ちたいというインセンティブの存在を明らかにした。「望ましい国際経済制度のあり方」では、国際援助、地域統合、世界貿易機構、二国間貿易交渉などの経済効果を検討した。例えば森口は、1980年代の日本経済とマクロ政策を分析し、マクロ調整を行う上で「日米構造協議」が果たした役割、特に日本の貿易黒字を削減した効果について検討した。「地域環境問題とその対策」では、日本、米国、中国などにおける環境と成長の間のトレードオフに関する実証研究を試みると共に、その政策的含意の検討を行った。例えば天野は、日本のGNPの炭素排出量弾力性は0.05程度、環境問題への対応のために環境保全型社会経済システムの構築が必要、途上国における貧困の増大・人口の爆発・環境の破壊という悪循環が地球規模の政策課題になりつつあることなどを明らかにした。他方黒田は、日中大気汚染物質の産業連関表を構築し、経済発展段階が低く大気汚染物質発生・排出が大きい中国と、発展レベルが高く排出量が低レベルの日本との間の環境政策の「共同実施(joint implementation)」、つまり金銭的・技術的援助の可能性を検討した。環境保全目標が未設定で、baseline scenarioさえ合意作成が困難、限界削減費用の推定が困難、環境に対する先進国の歴史的責任が解決困難などの問題を指摘すると共に、情報の蓄積効果と環境戦略の漸進的改善という視点から共同実施プログラムの有効性を明らかにした。
