研究概要

本研究は、世界における自然災害を防止・軽減する目的ではじめられたIDNDR計画に呼応して開始された、京都大学防災研究所の特別事業「中国およびインドネシアにおける自然災害の予測とその防御に関する国際共同研究」のうち地震防災関連の共同研究を支援する三とを視野にいれて、都市の巨大化・複雑化に伴って、ますます拡大する地震災害の予測・防御に関する日中共同研究を推進するために計画された。研究の内容は、1)河北省を対象とする地震活動予測、2)唐山地域を対象とする強震動予測手法の開発、3)昆明地域を対象とする都市域の地震危険度評価、4)巨大都市の地震災害比較と都市耐震計画、5)耐震理論と構造制御手法の開発の5課題に大別される。第1課題は国家地震局地球物理研究所、第2課題は同工程力学研究所、第3課題は雲南省地震局、第4, 5課題は工程力学研究所と河北理工学院を主とする共同研究である。
2年間に中国から若手研究者等多数を長期に招聘して共同研究・研究指導を行うとともに、日本からは主として防災研究所教官が中国を訪れ、研究打ち合わせ・観測指導を行った。その間、1997年の阪神・淡路大震災を経験し、1976年の唐山地震災害との比較研究を行うなど多くの成果を得た。1997年10月に第1回ワークショップを中国西安市で、1998年11月に第2回ワークショップを滋賀県彦根市で開催した研究成果は、2編の講演集に纏められている。
共同研究を推進するためには、共同の観測体制の強化とともに、長期的滞在を含む相互交流が不可欠であり、国際共同研究の意図はある程度充足したものと考えている。
