研究概要	1999年APEC主催国のニュージーランド・オークランド大学APEC研究センターと共同研究を実施。具体的には5月31日〜6月2日にオークランド大学で開催されたAPEC研究センター国際コンソーシアム会議に9名を派遣、全員研究報告を行った。その直前5月25〜30日に同じ9名がオークランド大学、ビクトリア大学、マッセイ大学を訪問して共同セミナーを開催、研究交流を果たした。さらに、12月11〜12日筑波大学で開催したAPEC研究センター日本コンソーシアム会議にオークランド大学のロバート・スコーレイ教授を招き、9月のAPECオークランド会議について報告してもらい、議論を共同研究を締めくくった。内容的には標題の『APEC優先課題の共同研究』として、(1)貿易投資自由化円滑化、(2)経済改革と規制緩和、(3)アジア太平洋での高等教育交流の3つを拳げ、参加メンバーが分担して研究を深めた。(1)はAPECの主要テーマであり、シアトルでのWTO閣僚会議へ向けて、APECの役割を中心として研究し、(2)はニュージーランドがもっとも成果を挙げている分野であり、共同研究でもっとも相互理解を深めた分野であり、(3)は3月23〜24日にAPEC研究センター日本コンソーシアムが文部省の後援を受けて開催した国際会議「21世紀のアジア太平洋の高等教育交流」の成果を受けて、大学間の個々の交流経験について情報交換と討議を行い、今後のいっそうの大学教育研究交流の発展を期したものである。
