研究概要	1999年8月、英国・ケンブリッジで開催された「南大洋環境の中長期的変動ワークショップ」において、日本南極観測事業により蓄積された南大洋インド洋区での海洋観測データの解析結果を発表し、南大洋の他の海区(太平洋区と大西洋区)における諸外国の観測結果と比較検討した。近年の人工衛星による観測から明らかにされつつある南極周極波(Antarctic Circumpolar Wave)の8〜10年と言われている周期性と、他の海洋環境とのテレコネクションについて、また、モデリングとの対応が議論された。このワークショップでは、南大洋3海区のなかでも最も広大なインド洋区の観測が少ないことが指摘された。その後、国内研究者との間で日本が保有するデータの現状分析を行った。これまでインド洋区で海洋観測を実施しているオーストラリア、フランス、ロシア、及び、小規模ながら中国における、観測の成果と現状を理解するために、これらの国の研究者を招聘し、或いは、相手国を訪問し、研究者間での意見交換を行い、本年度は実質的な共同解析作業をすすめることは出来なかったが、次年度へ向け今度の国際的な協力関係のもとで、インド洋海域の総合的な解析の必要性とその進め方について共通の理解を得ることが出来た。これらの検討作業に合わせて、将来の海洋観測の展開を検討し、更に、その際の重要な観測プラットホームとなる砕氷型海洋観測船の調査を実施した。
