研究概要	1.新たなリスクの顕在化今回の研究期間中も前年度同様、多様な災害が顕在化した。その範囲は疫病から社会災害まで独立した事象であるが、国際的で俊足な社会流動、自然生態のシステムを越えた経済システム、災害の拡大に対処できない社会システムなどが共通している。 1-1 国境のない新たなリスクの顕在化:SARS、BSE、鳥インフルエンザ、ワーム、ウイルス、情報流出、国際的停電 1-2 社会災害の防止機能の停止の現実化:イラク戦争におけるアメリカとフランス、国際テロの慢性化 2.リスクに係わる現代課題社会リスクと個人のリスクの区分を再認識する必要がでてきている。また、地球資源の問題などマクロな避けられない課題に対し地球的な社会システムが構築できない現状がある。個人、地域と世界が一体化していることを認識できないことは根本的課題とである。 2-1 社会リスクと個人の権利の区分が曖昧になっていること:村上、公文 :自由意志による種痘接種の影響懸念、テロ以降のアメリカの人権監理 :情報化、流動化社会の中で、リスク管理が単純でなくなっていること:岩崎 2-2 水資源のように地球的な絶対リスク(有限資源のリスク)の危険は、:社会資本の整備と共にさらに強まっていること:岩崎 :資源自給率の低い我が国では、根本的に自国リスクを下げにくいこと:岩崎 3.新時代の社会システム地域と世界の一体化を前提として、社会システムの新しい構造が提案されつつある。いずれも複層的なセクタのコラボレーションが前提となっている。 :時代の知恵化情報化の新たな取り組み=社会システム:公文提案 :地域システムの国際化について:リシャール論文 :小さなシステムと大きなシステムのコミュニケーション構造による自浄作用=自己組織化都市:岩崎提案 4.地域社会の持続性と文化社会リスクの回避、持続社会の実現で忘れられる文化的視点。ユネスコ世界遺産には無形文化財も登録されるようになったが、リスク回避を文化として考える視点も必要だ。 :文化的持続は、地域の持続の一表現:鳥越コメント 5.課題リスクを考える基本は、リスクを社会での共通認識とすること。そのための情報流通の不足、学習機会の不足。 :なぜ、課題に直面できないか、脳死が起きるか:岩崎、笹井 :新たなリスクについては、問題が認知されない、情報流出 :海外事例などが報道されない、インフルエンザ、疫病 :混乱を回避させようとする社会バランス、特にメディアの存在、日本、アメリカ :社会が直面している課題の認識、将来の目標の認識が出来ていない:岩崎
