In the fiscal year 2015, I gained a greater understanding of the state of global nuclear non-proliferation. I engaged in several trips for field work, and was able to attend several key conferences and conduct interviews with government officials. This included the 2015 Review Conference of the Nuclear Non-Proliferation Treaty in New York, in which I learned about the challenges that concern United Nations member states in the field of nuclear governance. In Ulaanbaatar, I attended the General Conference of the Council for Security Cooperation in the Asia Pacific, whereupon I heard about the broader security environment in East Asia, including nuclear concerns. From this work and a survey of primary and secondary sources, I found that the non-proliferation regime stands ready for change. The unsuccessful Review Conference highlights the continued problems at the global level, as well as a need for greater cooperation at lower levels, including bilateral and regional. Because there is increasingly greater strides being made in regional security architecture (including in East Asia), there exists a foundation for cooperation in the nuclear field, for instance with China-Japan-South Korea establishing training centers for nuclear security, and ASEAN establishing an atomic energy community in advance of its energy development. Overall, due to my research, I was able to develop a stronger theoretical framework for my project, and am in the process of completing a book manuscript.

理由
I achieved the expected level of progress in the 2015 fiscal year. In addition to the field work I completed, which included attendance at global conferences and interviews with officials, I was also able to present preliminary findings of my work at several academic venues. This included discussions of the regional nuclear cooperation in New York, nuclear proliferation concerns in Singapore, and nuclear security cooperation with the private sector in Krakow. Across these trips, I met with a number of scholars and researchers in the field of security and nuclear proliferation to discuss their perspectives on regional cooperation. In addition, I made much progress in analyzing my research. I am developing a book manuscript for the project, and completed drafts of four chapters in 2015: one on the theoretical aspects of regional non-proliferation cooperation, one on the past and development of the global non-proliferation regime, and two chapters on empirical study of nuclear cooperation and challenges in Northeast and Southeast Asia. Each of these chapters required a review of the existing literature, a synthesis and analysis of my field work, and a consultation of other key primary and secondary sources. I am more than halfway to completing the entire manuscript. As a result, I submitted book proposals to a number of publishers.

| 今後の研究の推進方策 |
In continuing the present study, I need to examine other regions in the world - including the Middle East, South America, and South Asia, while finding linkages in nuclear developments and concerns in those places to those in East Asia. This includes analyzing whether the Iran nuclear deal will affect the international community's approach to North Korea, for instance; or whether the Brazil-Argentina treaty on non-proliferation can serve as a model for non-proliferation and disarmament in the greater Northeast Asian region. In addition, increasing instability in South Asia plus tensions in the South China Sea - all involving nuclear powers - may impact whether Southeast Asian nations take more aggressive action, including accelerating their militarization. I also need to focus generally on the interaction between regional organizations, including through the membership of the nuclear-regional-free zones. Finally, because there were so many changes to the nuclear issue in 2015 and 2016 - including the end of the Nuclear Security Summit, the failure of the NPT Review Conference, and lessened cooperation with Russia across many issues, I must examine how the agenda for nuclear policymaking will change in the near future, and the impact at the regional level.
