This research focuses on the policymaking and processes, frameworks and governance system to address green economic policies in the 2030 Agenda. This research specifically focuses on Indonesia. This research is conducted based on a mix of qualitative and quantitative analysis. This research uses multiple case study design in Yogyakarta and Surabaya.Between October and November 2015, the Fellow had conducted a fieldwork and collected primary and secondary data from policymakers at the national and local level in the designated cities. The analysis part of this research is divided into three parts: policy analysis, discourse analysis, and institutional analysis.
For the policy analysis, the Fellow mapped and categorised primary data according to highest to lowest importance in term of influencing the local development trajectory. This research found that there are discrepancies between state and ministerial strategies. Sectoral tendencies are particularly strong at the ministerial level despite some overlapped strategies. The discrepancies are wider at the sub-national level. Policy coherence on interlinked issues such as social justice, social cohesion, and environmental justice are particularly low.
Legal analysis of environmental regulations was conducted to examine the coherence between regulations issued by different agencies at the national, provincial and local levels. Another part of the analysis examined whether local governments adopts regulations from higher levels of governments and translated it into local regulations.

b.The research is currently progressing more than expected and on schedule. The primary and secondary data were collected and interviews with key stakeholders were conducted during fieldworks. The first analysis of policy and legal documents is done. Notable findings are gathered, including findings on the vertical and horizontal policy coherence and legal analysis. Some part of the second analysis regarding discourse is partially carried out and will be continued in the FY2016. While the findings of the policy analysis are ready to be disseminated, on the ongoing analysis, results are yet to be fully interpreted at this point. All analysis is scheduled to be finished by July 2016 and the findings will be interpreted based on the literature review conducted during FY2014.
Regarding dissemination of the research findings, the Fellow had submitted and presented papers in three conferences related to the introductory and methodological parts of the research. An academic paper was also published in the Journal of Global Environmental Research. Currently the Fellow is working on papers and book chapters on the results of the research analysis. These academic contributions are expected to be submitted by mid of this year.

| 今後の研究の推進方策 |
During FY 2016, the Fellow will conduct the discourse analysis on green economy and sustainable development at the national and local level. Discourse related to the 2030 Agenda will also be examined in order to look into potential different development trajectories prior and after the adoption of the Agenda. Governmental documents, ministerial and presidential speeches and press releases, reports, academic papers as well as news articles will be analysed. Analytical software will be required to map the discourse.
The final analysis on institutions will respond to the objective of identifying the institutional structure for the implementation of green economic policies at the local level. Using comparative method, the analysis will progress as follows: assessing the existing process of mainstreaming national objectives to the local level; analysing the existing institutional structure for policymaking and policy implementation; and examining actions taken by local government in recent years to build capacity to integrate the green economy and sustainable development agenda into local development plans, to promote multi-stakeholder engagement and partnership. From these analysis, the Fellow will identify potential challenges of policy integration and cohesion in the implementation, particularly at the local level.
