In the reporting timeframe, the Fellow completed study in the two cities: Metro Manila and Hanoi. Studies in both cities estimated the economic values of various water quality improvements (to swimmable and fishable water quality based on the national water quality standards) through application of different Contingent Valuation Method (CVM) techniques: open-ended one-stage survey in Metro Manila and two-stage payment card survey in Hanoi. The results suggest that the majority of the residents are willing to contribute to a program that will improve the quality of the city’s waterbodies, 75% in the Philippines and 84% in Hanoi. Users in Metro Manila are willing to pay up to US$3.12 monthly to improve quality of urban waterbodies whereas non-users are willing to pay up to US$6.06 as a one-time payment towards water quality improvement, while Hanoi residents-US$2.68 and US$6.32, correspondingly. The main drivers that impactthe willingness to pay( WTP )are: income, education level and distance to the nearest waterbody. Aggregated total economic value ranges between US$100 million and US$115 million per year depending on the water quality improvement standards for Philippines’ capital and between US$77 million and US$101 million per year for Vietnam’s capital. The findings could provide policymakers with useful information about taxpayers’ support for, and preferred budget for water quality improvement programs and projects in both cities.

理由
Above self-evaluation rating is due to fact that during FY2016 the planned study has been completed and results of it have been reported and published in conference proceedings. However, the paper in an academic journal is underway. After the publication in a journal wider public could be aware of the conducted study and its results could be incorporated to the current and future policy decisions in the target areas. Although, only one study was planned to undertake in 2016, the Fellow completed two studies that could give chances to prepare more publications in academic literature and mass-media. Attending the conferences was a good opportunity to meet new people and expand networking - new international partner was identified to be part for the upcoming study in 2017.

今後の研究の推進方策 |
Based on activity done in FY2016, conducted study in Metro Manila and recommendations from experienced scholars, it was decided to expand the study and include Jakarta, Indonesia as additional target area. In FY2017 the Fellow will visit study area Jakarta to collect socio-economic and environmental data from government institutions and agencies; to conduct workshop for interviewers, and to conduct actual field survey. The survey will be a logical continuation of the previous surveys completed in Manila and Hanoi. After this study, there will be an opportunity to make comparison of economic benefits of water quality improvements in three megacities in Southeast Asia. Also, the Fellow will meet international donor organizations' representatives that work actively in the sphere of urban water supply to get information on issues and development of the sphere in Jakarta. The Fellow will participate in conferences in Southeast Asian countries and Japan to present results of the study. The ongoing work on manuscripts writing and submission will be continued. As this is the last year of the fellowship, wrap-up round table on study goals, methods and obtained results in three Asian cities will be held in Japan. This event has objective of comparative analysis, sharing information about the study and getting the feedback from interested stakeholders.
