Two research objectives of proposed JSPS research proposal were achieved during the period of November 2015 to March 2016. First is to review the technologies priority, supporting policies and strategies, and barriers of low carbon technologies transfer (diffusion) from selected OECD countries (France, Germany, UK and US) to ASEAN as well as the existing cooperation between Japan and each of selected OECD countries in low carbon technologies using desk research. Several main findings of the first and second research objectives are as follows. First, each of selected OECD countries in this study prioritize low carbon energy technologies to be transferred to developing countries including ASEAN. Second, some specific strategies, policies and responsible institutions are being designed in each country surveys to support the innovation and diffusion of low carbon technologies. Third, lack of financial sources, the intellectual property right and lack of capacities of recipient countries are considered as main barriers to be tackled in low carbon technologies diffusion in developing countries. The second research objective is to derive lessons learnt based on main findings of the first research objective. In addition, the mapping global value chains of low carbon technologies diffusions from selected OECD countries to ASEAN and reviews on linkages between low carbon energy technologies transfer and ASEAN energy issue have been also conducted. One abstract was accepted at the 2016 International Input-Output Conference (IIOA).

理由
During the 4.5 months, two research objectives were achieved. First research objective on reviews of policies and existing cooperation between selected OECD countries (Japan, France, Germany, UK and US) of low carbon technologies was achieved. The main findings of the desk research on first research objectives were summarized as materials to derive the lessons learned from policies on low carbon technologies transfer in selected OECD countries and potential cooperation (partnership) among selected OECD countries to improve the effectiveness of low carbon technologies transfer (diffusion) to ASEAN countries (second research objective). The manuscript draft for journal paper submission based on the outcome of the first and second research objectives is planned to be submitted during the FY 2016. The first and second research objectives are mainly based on qualitative approaches. The preparation works for the third research objective of my JSPS research has been also conducted (the third research objective). In particular, the mapping of global value chains of low carbon technologies diffusion from selected OECD countries (Japan, France, Germany, UK and US) to ASEAN using OECD Input-Output table has also been conducted. The bilateral trade matrix of selected low carbon technologies was constructed using UN COMTRADE data. In addition, the reviews on linkage between low carbon energy technologies transfers and energy policies of ASEAN also conducted. The outcome of this reviews was submitted as abstract to the 2016 Asia Clean Energy Forum organized by ADB.

今後の研究の推進方策 |
Taking consideration of the current progress made during FY 2015, the main research works to be conducted during FY 2016 will be focused on two main works. First is finishing two full papers of the 2016 IIOA Conference and the 2016 ADB Clean Asia Energy Forum and one manuscript of Journal paper. Third is on assessing the socio, economic, trade and environmental impacts of policies implemented by selected OECD countries (Japan, France, Germany, UK and US) in supporting low carbon technologies transfers to ASEAN using macroeconomic models (multi-region input-output (MRIO) and computable general equilibrium (CGE). This will be on the improvement of OECD IO models used for global mapping value chains of low carbon technologies diffusion (transfers) from selected OECD countries (Japan, France, Germany, UK and US) to ASEAN. As the OECD IO table is based on static model, the Global Trade Analysis Project (GTAP 9) database will be used to conduct the multi-region input-output table and computable general equilibrium (CGE) models. In addition, the additional data such as energy data of selected OECD countries and ASEAN will be also collected. If possible, energy modelling analysis will be also conducted during the FY 2016.
