Our finalized Kiban-A proposal was extremely successful, generating many publications in top physics journals. These are listed in our web site, and there is no need to repeat these here. Several of these important results are highly cited, according to the Web of Science. Moreover, the PI is the only foreign physicist in all of Japan to be highly cited in 2017. Shockingly, our renewal proposal was rejected by a Kakenhi panel, for non-scientific reasons. My Kiban-A proposal for FY 2018 was ranked “A”. The report wrote this: “The proposed study is for widely investigating the interaction between electromagnetic wave and super-conducting quantum devices, which can be regarded as artificial atoms. The principal applicant is an international leader of this field and many important results are expected. They will spread to various fields such as processor of quantum-computers, non-linear quantum optical devices, etc. In this type of proposal, however,the research plan should be written more concretely.” This last sentence is false. The research plan was concrete and we are now working on those concrete projects. That misleading report has been shared with many people, for them to know how Kakenhi treats outsiders who are not part of the tribe or the village. My proposal was turned down for non-scientific reasons. Other proposals might be even more concrete, but will lead to far less important results, which will be supported by Kakenhi, who declined to support “an international leader of this field” in order to support local researchers with less impact in this field.
