| 研究実績の概要 |
2016年度の研究実績の概要としては以下のものが挙げられる。
第1に、Londonで開催されたThe 25 Annual SLS-BIICL Conference on Theory and International Law: Beyond Our Comfort Zone? Situating the Authority of international Lawyers, Institutions, & Other International Actorsで、'The Authority of the Legal Advisers to the UK Foreign Office to Develop the International Law of Territorial Waters, 1923-58'を報告した。この報告では、英国外務省法律顧問たちによる海洋法解釈の変遷と国際法専門家共同体との相互作用について論じた。
第2に、A. Zidar and J-P. Gauci (eds), The Role of Legal Advisers in International Law (Brill, 2016) において'The Legal Advice System of the Ministry of Foreign Affairs of Japan: Between Legal Advisers and Foreign Policy Makers' を公表した。この著作においては、第2次世界大戦後の日本外交における外務省条約局／国際法局の役割とその変遷を論じた。本研究計画には直接的な関係はないものの、英国外交における英国外務省法律顧問の役割と比較できたのは本研究計画に有益であった。
第3に、英国公文書館での1930年国際法典編纂会議の資料は収集し終えた。さらにノルウェー公文書館では、1930年国際法典編纂会議に関するノルウェー政府の資料とノルウェー漁業事件に関する資料、特に漁業境界線委員会の議事録を収集した。これらの資料に基づいて、ノルウェーとの漁業紛争を通じたBritish Viewの形成過程を分析している。
