研究実績の概要

During the 2015 fiscal year, we have worked on the development of a model for sharing system of relief goods supplies as a prototype for the flood by a dike brake in Nagoya for the sharing among shelters in affected area and the case of Nankai Earthquake for sharing throughout the country. With the collaboration with government officers at Nagoya City Council, we have received 8 cases of flood scenarios in case of a dike brake due to typhoon in the region. Instead of the current practice in Nagoya City that the relief supplies are stored at the central storage locations, the analysis results showed that storing the supplies at least an equivalent amount of a one-day requirement at all shelters and later collect the goods from unaffected shelters and later distribute to the affect shelters can reduce the risk of a large amount goods being lost by a disaster as the goods are gathered at the same location and also can save storage budgets. A similar concept has also been applied to the case of a large-scale earthquake disaster (Nankai Earthquake). The sharing system between prefectural governments has been simulated. The results showed a simularity in reducing the storage budget and the risk of goods being lost.

理由

The analysis for the relief goods sharing system has been done for two cases: (1) Local sharing system for flood in Nagoya and (2) Entire country sharing system for a large-scale earthquake such as Nankai Earthquake. The first work has already been presented at an international conference and the latter is planned to be presented at a conference in a near future.

今後の研究の推進方策

Since different disasters have different impacts, several other sharing methods and other types of disaster are planned to be applied in order to test the robustness of the proposed sharing system and to find the most suitable method for each disaster.
