研究概要

本研究では、1990年代以降めざましい発展を遂げたインド・ソフトウェア産業に焦点を当て、インドを中心に、知識集約型産業クラスター、特にIT(情報技術)産業クラスターにおける内部構造、特に、地域労働市場の構造変化、分業体制、および雇用・技能開発パターン、企業間関係を明らかにし、途上国における知識集約型産業クラスターの形成と発展に、これら要因の果たす役割を考察した。本研究遂行のため、2回にわたり、インドで現地調査(第'1回目は、バンガロール(カルナタカ州)∵第2回目は、バンガロール、プネ(マハラシュトラ州)、首都圏(NCR))を行った。現地調査では、約40のIT企業を訪問・聞き取り調査をするとともに、政府機関、IT関連産業団体、工科大学等を訪問し、データを収集した。収集した資料・データを基に、1)ソフトウェア産業の形成・発展要因、およびこれら要因の自動車など「オールドエコノミー」産業クラスターの形成・発展要因との比較、2)インドにおける産業構造と集積パターン(特に、ソフトウェア、自動車、製薬、家電等)、3)クラスター内の企業、政府、研究機関など関連組織間連携を含む地域イノベーションシステムのパターン、4)中小企業を含むクラスター内企業の競争力構築およびイノベーション推進のための企業戦略ならびに制度的メカニズム、5)クラスター内企業およびクラスター外企業の間の企業行動およびパフォーマンスの比較、6)技能、技術力、グローバルネットワークなど、ソフトウェア企業のイノベーション推進要因、等を分析した。これらの研究成果は、11の国際会議(ポートランド、バンガロール、ペナン、東京、メキシコ・シティ、千葉、リオデジャネイロ、デリーなど)で発表されたほか、7本の論文にまとめられた。このうち、2本は、国際的な学術雑誌に公刊され、3本は、国際的に一流の出版社から出版される学術図書の章として、公刊された。
