研究実績の概要 |
After two years of study I am currently getting a much more clearer picture about Kuwata Kumazo; and his activities in the field of social thought and social policy during the late Meiji period. To cut a rather complicated story short one could argue that Kuwata became an expert in Japanese social policy in Europe and at the same time an expert on European social policy in Japan. Over the past 12 months research focused on two topics. First, I explored the contributions of Kuwata to well known academic journals in Germany and Austria. Now it is clear that Kuwata was much closer to left wing circles in Europe than I expected before I started this project. The second topic I explored in 2017/18 was the relationship between Kuwata Kumazo; and his contemporaries in the context of social analysis and social thought. On the one hand I compared the writings of Kuwata and Kanai Noburu and reached the conclusion that Kuwata, compared to Kanai, was rather critical concerning a strong role of the state in social policy. He opted for a welfare society, not a welfare state. On the other hand, I compared the writings of the editor of the AfSS, Emil Lederer, with Kuwata’s approach to the analysis of industrial capitalism. Here, Kuwata’s focus was much more on the pragmatic solution of social problems. First results about this part of the research project were presented at an international conference on “Japanese Modernity Reconsidered” held at Gakushuin Women’s College in Tokyo in December 2017.

理由
1. During the research period of 2017/18 I especially made progress in exploring the published material of Kuwata Kumazo;. Furthermore, I checked a substantial amount of German and Austrian journals in the field of social science and social politics to look for unknown material of and about Kuwata Kumazo;. In addition to this I further evaluated recent Japanese and English research on Japanese social politics during the Meiji and Taisho; period. The research in 2017/18 covered mostly Kuwata’s experiences in Europe, based on his travel writing, and his contribution to the founding of the “Association of Social Policy”. 2. Regarding archival research I am slightly behind my schedule of last year. Due to unexpected duties here at Osaka University I had to postpone research trips to Germany and Britain, however, I am certain that I can make up to this over the coming months. This is also the reason why I did not use the complete fund available for this project in 2017.

今後の研究の推進方策 |
1.Research in the final year will focus on writing a research article for an international journal and present research results about Kuwata Kumazo; and his contemporaries on international conferences and university seminars. 2.Further research will focus on Kuwata’s relationship to Carl Gruenberg, the editor of the “Archiv fuer Geschichte des Sozialismus und der Arbeiterbewegung” in Vienna, the economist Gustav Schmoller in Berlin and the contacts between Kuwata and Max Weber during Kuwata’s stay in Germany in 1896-98. 3.A special focus will be on the role of Kuwata Kumazo; in contributing to the factory law in 1911, emphasizing his cross-cultural experiences in the field of social policy.

The collection and analysis of unpublished research material in Japanese, German and Austrian archives will continue.
