研究実績の概要 |
This research investigated the roles of NGO in post-disaster housing recovery projects, through the exploration of two cases: New York, United States after 2012 Superstorm Sandy, and Tacloban City, Philippines after 2013 Typhoon Yolanda in the Philippines. In Tacloban City, the housing reconstruction plan of the City focuses on the relocation of residents to new housing settlement sites in the north part of the city, with housing construction provided by various combinations of support from national and city government, and International and national NGOS, coordinated by the City. NGO-driven projects include cases where the NGO provides the houses on City-owned land, and also those where NGOs acquire the land themselves. NGO-driven projects also include various levels of resident participation in the design, planning, and construction phases. In New York City (NYC) after Superstorm Sandy, NGOs supporting housing reconstruction are involved with the official housing recovery program in various ways. Within NYC's Build it Back program, several housing-oriented NGOs were selected to participate as contractors; NGOs could also provide housing repair support to homeowners who could not access official support. NGOs with expertise in disaster case management, legal and housing expertise also played a key role as advocates for the needs of disaster survivors.

今後の研究の推進方策 |
Drawing on the findings from the last two years, the funding for this research project has been extended into the current year in order to investigate the situation in Texas, United States, after the massive hurricanes that occurred in the past year. US-based NGOs who have been involved in housing reconstruction support in past disasters are also mobilizing after last years' events, and developing this research farther to understand the current advances in NGO-driven housing support will be a valuable contribution to this field.

Based on the findings from the research investigation over that last several years, this research intends to father advance the knowledge of the roles of NGOs in post-disaster housing recovery. Following a hurricane which caused massive housing damage in the Houston, Texas in the U.S. last year, NGOs with experience in the study area of New York after Superstorm Sandy are now applying their advanced knowledge to the affected area in Texas. Therefore, this research plans to confirm the current situation of NGO support for housing recovery in Texas, and examine how this approach have advanced in the U.S.
