This research investigated the role of NGOs in housing recovery after disasters in NYC, United States after Superstorm Sandy and Tacloban City, Philippines after Typhoon Yolanda. Both cases included examples of projects carried out through close coordination between NGOs and government and NGO-driven support independent from government programs; both cases also demonstrated the importance of accountable government-driven programs for housing recovery. In both, support from NGOs complemented governmental support and covered gaps needs unaddressed by government programs. Considering the variety of different kinds of NGO-driven support, the flexibility that NGOs often have compared to government programs make their support vital to the comprehensive recovery of disaster-affected communities.
