研究概要

気候変動問題に対する政策として経済的手法が注目されている.経済的手法とは環境税,補助金,排出許可証取引制度である.実際EU諸国では経済的手法を取り入れた政策を実施しており,日本国内でも制度設計が議論されている.本研究はこうした国内外の政策論争を念頭に,排出許可証制度を中心にした経済理論体系を考察した.経済的手法の位置付けからはじめて,環境税と排出許可証取引制度の比較,組合せの方法について分析した.
