当研究は、開放性海域および閉鎖性海域に面する沿岸構造物(施設)を対象とした波浪および高潮による被害規模の予測法の開発と各沿岸の耐台風力の評価を行うシステムを確立し、防災事業・業務上における海岸管理、沿岸構造物(施設)の設計、および沿岸住民の安全確保を行うことを目的としている。現在まで、4つの予測法の開発を行った。すなわち、1.台風の中心付近の最大風速を用いた最大風速による予測法、2.台風の中心付近の最大風速と強風域の大きさを組み合わせたマグニチュードを用いた、台風のマグニチュードによる予測法、3.波高の影響だけでなく周期の影響を考慮できる換算波エネルギーを定義し、この換算波エネルギーを用いた換算波エネルギーによる予測法、さらに4.高潮の影響を考慮した被害予測法の開発においては、台風の中心気圧の影響は重要なパラメータであるので、台風の中心気圧を用いた中心気圧による予測法を開発した。つぎに、開発した4つの予測法を用いて、甚大な被害をもたらした1998年の台風9918号によって発生した被害を対象として、予測法の適用性の検討を行った。この結果、台風が来襲する以前に来襲したときの各沿岸で発生する被害規模を、これらの4つ予測法によってある程度の精度で予測できることを明らかにした。これらの予測法の開発により、台風のコース毎の各沿岸の危険度、台風の沿岸への影響度、沿岸構造物の耐台風力を示すことができた。この結果、台風が来襲してくるときの各沿岸の被害規模の予測も可能になり、沿岸住民の早期避難と生命・財産に対する安全対策にも役立てることができる。
