研究実績の概要 |
One of the main achievements included the review of available rating systems that provide a baseline for the development of the Natech rating system framework, key framework elements (e.g., Infrastructure, Organization and Management, Risk governance, External environment) and definition of three main performance evaluation criteria (namely Casualties, Downtime, Economic losses). Another important achievement was a systematic literature review of over 190 peer reviewed articles to support the framework development, identification of best available methodologies, and key research gaps and needs. Furthermore, we successfully held consultation meetings with over 80 experts from industry, government and academia concerning the validity of the proposed framework elements and methods. We started the benchmarking of selected Natech risk assessment methodologies. The results of the review of rating systems and literature review were presented at two international events including the IDRiM 2017 Conference in Iceland, and the Japan-China Forum in Beijing Institute of Technology. The results of the consultation meeting were presented at the DPRI Annual Seminar in March 2018, and will appear in the DPRI Annuals No. 61.

理由
The research is progressing rather smoothely and according to schedule. We have completed the review of literature, in particular analysis of rating systems and have identified key framework elements. We have also identified the most advanced and promising methodologies, are adapting selected methods to area-wide analysis, and are preparing the scenarios for their benchmarking. In order to carry out the case study, we established collaborative networks with industry in Colombia, and possibly in the Philippines that will assure a successful implementation.

今後の研究の推進方策 |
During the second year, we will complete the benchmarking of selected methodologies , and the most promosing will be incorporated into the Natech rating system framework. The output should include a methodology which integrates impacts and vulnerability of neighboring communities to Natech events as part of the analysis. During the second year we will prepare a catalogue of Natech disaster countermeasures including costs, level of difficulty/ technology requirements, maintenance, and costs. We will conduct the benchmarking exercises with experts, and hold a second round of meetings and workshops for expert input to the proposed Natech rating system framework. Two manuscripts will be prepared to be submitted to peer review journals.
