研究概要

今回のプロジェクトでは、環境の変化に対する対応能力の違いの源泉とその経済効果を調べるため、経営者のヴィジョンと組織能力という二つの概念を使って、理論的・実証的に分析を試みた。さらには、経営陣のヴィジョンや組織能力は人の技能と不可分の関係にあるという仮説のもと、キャリアや雇用政策を分析の中心に据えた。分析の結果、人材配置やキャリアパスの違いは、ヴィジョンや組織能力の分布に影響を与え、企業のパフォーマンス、そしてマクロ経済の効率性等に様々な影響を及ぼすことが理論的に指摘されると同時に、教育・産業政策が人材配置に大きな影響を与えていることを示唆するいくつかのファクトが掘り起こされてきた。このことは、教育・産業政策が人材配置のあり方に影響を与えながら、経済全体に大きな影響を与えている可能性があることを示唆している。残念ながら、これらのことは、確証を得るに至っていない。幸い、この間のプロジェクトの副産物として、日本における人材の配分の効果を分析するために必要なデータが蓄積されてきている。積み上げられてきた理論とデータをベースに、人材配置のもたらす経済効果をより丹念に調べていくことが、今後の課題となろう。
