Because I was prevented from conducting my planned fieldwork due to the coronavirus pandemic, my research this year has focused primarily on two activities. First, I have made a survey of the literature regarding the controversies and issues surrounding the creation of the new U.S. Marine Air Base in the Henoko region of Okinawa. Second, I have begun an initial frame analysis of stories about this issue that have appeared in the Okinawa local and national newspapers. In the process, I have become particularly interested the way in which environmental arguments against the American bases have been reported by the local newspapers. Numerous local news stories have strongly criticized the Henoko base land-reclamation project for its destruction of rare corals reefs and the habitats of marine life such as the endangered dugong. Other stories have aggressively asserted that the U.S. military hid information about chemical spills at other American bases. Articles that mention ways in which the new base might reduce noise and air pollution or otherwise benefit Okinawa society are greatly underrepresented. I am currently formulating a theory as to why these environmental stories have generated very little national and international media attention while similar issues of seemingly lesser importance have received much wider coverage and reaction outside of Okinawa. I believe that analysis of this situation may be one key to understanding the limits of local reporting and the national government’s ability to control national news discourse.

理由
My original research plan for last year was greatly disrupted by the Covid-19 pandemic. I had intended to spend several weeks in Okinawa last summer observing citizen protests and interviewing activists, local news reporters and American military representatives. Unfortunately, concerns for my health and a desire not to spread the coronavirus via travel prevented me from achieving this goal. What is more, many of the events I had hoped to observe were curtailed because of social distancing requirements. The academic conference at which I had hoped to share my initial research results was also cancelled.

今後の研究の推進方策 |
I am hopeful that I will be able to achieve many of my initial first-year research goals this year once the Covid-19 pandemic eases or I am able to receive a coronavirus vaccination. I intend to spend two to three weeks in Okinawa during which time I will film interviews with local newspaper reporters regarding their experiences covering the American military in Okinawa. I will inquire about how their personal values, political beliefs and/or corporate culture influences their approach to this issue. I will also interview representatives from the U.S. military about how they view local media coverage of their operations, how they endeavor to get their position across to reporters and elicit the support of the local community. I hope to be allowed to observe a military press briefing with local reporters. I will also observe anti-base protests and interview activists about their relationship with the media and U.S. base representatives. I will spend part of the year editing and transcribing these interviews and writing a research summary. I will also continue my discourse analysis of news stories about the bases that have appeared in the Okinawa Times and Ryukyu Shimpo. I hope to share my research on-line, in the classroom and at an international academic conference.

I will need round-trip airfare to Okinawa and lodging for a period of two to three weeks. I will also need transportation around the island. I will need to purchase a camera and microphone capable of recording interviews in high definition for use in on-line publication and conference/classroom presentation. I will need extra lenses for capturing protests and other events. I will also require spare supplies such as extra batteries and SD cards for storage. I will purchase a digital recording device for interview that are not recorded on-camera. I need to continue and expand my digital subscriptions to relevant newspapers. I will need to purchase a variety of books and articles related to my research topic. I will hire a research assistant to help with transcription and translation of recorded interviews. If in-person conferences resume, I will need international airfare to make an oral presentation of my initial conclusions.
