研究実績の概要 |
This project is investigating the higher education (HE) internationalization policies of Australia and Japan, particularly against the background of their special strategic partnership. In order to understand how each country's policies and strategies may, or may not, influence those of the other, and the internationalization practices that are carried out at their respective HE institutions, in this year of the project I concentrated on mapping out the developments in each government's HE internationalization policies from 1950 to the present day, considering how and why they have shifted over time. Three phases were identified. In Phase One (1950s-1970s) both countries had aid or international cooperation centered policies. In Phase Two (1980s-1990s), different issues and priorities in each country led to different approaches to policy, however both started to realize the importance of internationalization at home and the complexities of migration within international education. In Phase Three (2000s-present) these two points became central for both countries with both experimenting with methods of securing and developing global human resources through links with the migration system and recruitment of former international students, as well as delving into government-led and funded outbound mobility programs; although the specific needs and situation of each country shapes their approaches to this.

理由
In 2021 I was able to complete an extensive mapping of Australia and Japan's higher education (HE) internationalization policies and to publish the results of this investigation. However, the next stage of the project, the identification and interviewing of key stakeholders, has been severely hindered due to COVID-19 related restrictions (including travel restrictions as well as the cancelling or moving online of various events which would have allowed for networking opportunities) and the general impact of COVID-19 on the HE internationalization sector.

今後の研究の推進方策 |
Firstly, the mapping out of the developments in each government's higher education (HE) internationalization policies from 1950 to the present day highlighted how both Australia and Japan have come to see the securing and developing of global human resources to be a key aim of HE internationalization, which is also an example of an overlapping of strategic interests. Thus, I plan to further investigate this point. Secondly, while the policy mapping exercise indicated that during the 1980s and 1990s (Phase Two) there was little overlap in the Australian and Japanese government's HE internationalization policy aims, interest in academic cooperation and exchange with Japan within the Japanese Studies academic community in Australia is a point of interest that I plan to further investigate, firstly through analysis of already identified target documents. Finally, although COVID-19 related restrictions remain, I hope to work towards the commencement of interviewing key stakeholders.

次年度使用額が生じた理由 |
The COVID-19 pandemic and related restrictions, including travel restrictions as well as the cancelling or moving online of events and conferences, made it extremely difficult to conduct the project as originally planned. Specifically, I was unable to attend events and conferences or conduct interviews with key stakeholders as planned, which is the primary reason for not completely using the allocated budget for 2021. It is still not clear when travel and face to face meetings will be able to be conducted freely. However, in 2022 I hope to be able to use the allocated budget for this, in addition to the purchasing and obtainment of necessary books, articles and documents.
