Community-building among foreign residents during crises and its implications on the host society: The case of Japan during the COVID-19 pandemic

研究実績の概要

During 2022 the group conducted monthly meetings with all members and a research assistant to work on research activities implementation, presentations and publication planning. The main frameworks of the study were set on integration processes, and anticipatory and polycentric governance. Each member continued working on reviewing of the most recent literature and analyzed them based on the topics: migrant incorporation and COVID-19 policies (Kim); labor migration, governance of risks (Carlos); crises response and coping mechanisms (Makabenta-Ikeda); Japan’s and other countries’ policies and media coverage of COVID-19 response (Babovic).
The group organized fieldwork activities: fieldtrips to Kobe and Osaka (Kim, Makabenta-Ikeda) and online interviews (Tottori pref. and Tokyo) with semi-governmental organizations and NGOs to survey them on the issues foreign residents faced during the pandemic. We found out that there was a difference between Filipinos and Russian-speaking residents: Filipinos' networks weakened due to the lack of the access to the churches and other physical meeting places. On the other hand, Russian-speaking residents concentrated on the online communication. At the moment, we are contacting Brazilians-related organizations to analyze their community changes during the pandemic, as they experienced no organizational support, but mostly gathered in local groups. We also discovered that sending states did not provide support to their citizens overseas, which led individuals, who live outside of their home countries to organize self-help groups.

理由

We collected large number of secondary academic and media sources that discuss pandemic responses in Japan and around the world. We managed to contact gatekeepers of different groups: Filipino Migrant Center, Russian-speaking online groups, Takatori Community Center, Tottori Friends organization, and Minoh Association for Global Awareness to interview them on the situation of foreign residents in their respective areas.
Members of the group conducted presentations at different research events and publish(ed) research outputs: “Migration Policies and Governance in Crisis Situations” at the Nordic Migration Research Conference 2022 (all members) - on the impact of pandemic on foreign residents in Japan; The 14th Forum of Hakusan Society of Anthropology (Kim, Carlos) - discussion of the pandemic response from the three-way integration perspective (paper published in the 2023 special issue); The Japan Society for International Development (Kim) - the impacts of COVID-19 on Russian-speaking women; Centre for Global Migrations Otago University (Carlos) - pandemic impacts and responses of migrants.
Currently members of the group work on the datasets collected by Digital Policy Commons to connect migrants' experiences to policy documentation. Kim was also accepted to present at the Migration Conference 2023.

今後の研究の推進方策

The third and final year of the project will be devoted to the additional fieldwork activities to assess the long-term impact of the pandemic, as well as to the analysis of collected data and theory building. We will conduct a joint workshop/seminar related to the policy responses during and after the COVID-19 pandemic. Group members are working on the literature review paper (meta-analysis) to analyze the areas and types of impacts of pandemic on migrants to synthesize multiple sources of information and provide directions for further research. Group members are also working on publishing their findings in high-impact journals and writing a final report. Furthermore, the findings of the project will be compiled to publish in multi-authored volumes and edited volumes related to the issues of pandemic, migrants in Japan and integration processes.

次年度使用額が生じた理由

The last year of this Project will be devoted to the collection of additional interview and survey data, analysis of datasets and dissemination of the results among academic community and general public. For this reason, the remained amount of JPY1,208,110 will be used as follows:
Books and datasets = JPY165,000; Fieldwork (Tokyo), 3pax = JPY150,000; Fieldwork (Nagoya), 3pax = JPY150,000; Research seminar (Tokyo), 3pax = JPY150,000; Overseas conference presentation, 2persons x JPY 250,000 = JPY500,000; Honoraria for participants and research assistants: JPY158,110
Overall amount will be: JPY1,208,110
