研究実績の概要 |
This project aims to understand how democracy evolves over time in different countries around the world, with a particular emphasis on the comparison of democratic change in Latin American countries and East Asian countries.
The co-PIs presented research at a workshop on “Democracy, Development and the Rule of Law in Southeast Asia” held at Stanford University on March 9, 2022, which was organized and co-chaired by the PI in collaboration with Stanford researchers. The research presented by the co-PIs revealed several findings that will inform our project going forward: monarchies play a crucial role in “autocratization” in Southeast Asia, presidential popularity strongly influences Philippine legislators’ policy positions, and the disintegration of the Philippine political party system accelerated during the democratic backsliding under Rodrigo Duterte.
The PI published a research article that examines the causes of democratic backsliding across all democratic countries worldwide since 1970 and identifies populist executives as particularly dangerous for democracy, from a global perspective. Co-PI Yuko Kasuya published two articles related to this research: One article analyzes democratic backsliding and illiberal attitudes in the Philippines and another article examines how political institutions affect transitions from electoral authoritarianism to democracy. In addition, members of the research team presented working papers at academic conferences and invited talks.

理由
The PI continues as a visiting scholar at Stanford University’s Center on Democracy, Development and the Rule of Law and will return to Waseda University in September 2023. The PI and the co-PIs meet about four times per year as a team in a combination of in-person and online meetings. We continue to conduct individual and collaborative research on this project.

今後の研究の推進方策 |
Members of the research team will present their working papers at academic conferences and revise their current papers for academic publication. In addition, we expect to have preliminary drafts of two co-authored papers by the end of FY 2023 that build upon the research presented at the Stanford Workshop on Democracy, Development and the Rule of Law in Southeast Asia (discussed above). Inata and Kellam will write a paper on institutional veto players responses to popular protests calling for the resignation of incumbent executives. Watanabe and Kasuya will write a paper on the effects of democratic backsliding on political party systems through an analysis of the case of the Philippines. We will also continue our background research on how opposition parties respond to populists in power and how executives, especially those who have engaged in executive aggrandizement, are removed from office in Latin America and Asia. Latin American data collection is nearly complete and executives from Asia will be added next. We will also complete data collection and begin data analysis for our ongoing cross-regional collaborative projects on democratic change. This dataset includes third-wave democracies, which transitioned to democracy between 1978 and 2000, from Asia, Latin America and Sub-Saharan Africa.
