研究実績の概要

Climate change has proven potential to derail the global sustainable development agenda. It has great bearing on the developing countries for its unprecedented impacts on the environment, economy, and society. This study focuses on identifying key gaps and implementation challenges related to SDG- NDC synergies in case of developing countries and study their existing institutional arrangements and governance structures at the national and local levels. Such relationships and linkages are complex and there is dearth of such studies. India as a case study has been selected given its characteristics and global geopolitical position. This includes its large population, increased vulnerability to climate change, big sustainable development mandate, key contributor to global growth rates owing to large production-consumption supply chain. SDG and climate action achievement is also looked in context of local governments such as urban governments or municipalities at city level; and businesses which are critical to success of the simultaneous achievement of global SDG Agenda and the Paris Agreement.

理由

The progress seems on track per plan.
The review on SDG-NDCs synergies and its implementation challenges was done and the filed work in India on the same aspect was successfully conducted between 4 Nov 2022 to 11 Dec 2022, in the Delhi-NCR involving 20 experts ranging from academicians, think tanks, technical experts, policymakers, NGOs, sustainability officers and government. Some of the critical issues faced during this field work and how to conduct expert interviews were discussed in UNU’s Sustainability Seminar Series on 12th January 2023. A part of literature review done for this study was presented at the 7th International Conference on Climate Change 2023 between 9th-10th February 2023 in Colombo, Sri Lanka in virtual mode. The results of the field work were compiled by February 2023. The article resulting from field work has been recently submitted to an international peer-reviewed journal. Further. A UNU Policy brief is also under advanced stage of review. The work on local level (city governments) is in progress.
I also received an invitational request in 2022, from the coordinator of IGNOU’s School of Inter and Trans Disciplinary studies (SOITS) to contribute to two chapters on SDG 7 (Energy) and SDG 13 (Climate Action) as my ongoing research was related to SDG-NDC synergies. These chapters are part of their curriculum meant for students of Master of Arts in Sustainability Science programme. These chapters have been authored in capacity as a JSPS Fellow and have been accepted and are now under acquisition of ISBN Number.

今後の研究の推進方策

The research focus is both on national and local level synergies between SDGs and NDCs. In this phase the target is to cover local governments in India, particularly city level. Cities are crucial from point of SDG and Climate change as two-third of global building stocks is yet to be built and primarily in developing countries. Apart from these, they are one of the main contributors to global GHG emissions and providers of basic amenities and employment which has huge impact on multiple SDGs covering issues related to health, education, poverty, equity, urban planning, sustainable consumption and production, institution, and governance among many other.
During India field work with experts related to implementation challenges on synergy creation among the SDGs and NDCs, it was found that businesses and private sector role is very critical for creating synergies and joint implementation of SDGs and NDCs. Thus, in this phase, apart from local governments, corporate sustainability has also been included to make the research agenda more comprehensive from perspective of key stakeholders, shaping the two agenda. A field work covering cities and/or corporate businesses may be planned this year, once the early scoping of the research issues, tools and methods have been identified and a feasible plan is ready. One conference and/or one journal article are expected.
