研究概要

本研究は、EU（欧州連合）のユーロ圏財政ガバナンスのメカニズムを、金融集権・財政分権の下でのインセンティブ問題に焦点を当てながらゲーム理論的に分析した。そして、「平時における金融集権・財政分権の構造と、非常時における状態依存型のコントロール権の移動」という「状態依存型ガバナンス」の仕組みが内生的に導出されることを確認し、「相対主権論」に基づくEUガバナンスを理論的に基礎づけした。また、ユーロ危機を、ドイツと南欧周辺国間の負の外部性に基づく関係として捉えて分析し、ユーロ圏では、必要な財政金融制度の構築も、最小限の主権委譲でしか行われず、制度の破たん後、委譲を積み増して対応してきたことも分析した。
