Research Abstract |
Most of the rural cites in Japan have been struggling to construct desirable road networks since it has been quite difficult to allocate enough funds to do so. When the planning is implemented within a certain budget which is not enough, it is very important to decide the appropiate road links to be improved. In the process of planning improvements, the road links should be evaluated according to the function of the road. One effective way to execute the planning within budget is to improve road links in order of their priority. Five kinds of items are adopted for evaluation in this study and an order of priority is given to each link of a road network. They are, (1) function of raod network, (2) promotion effect of new projects, (3) traffic safety, (4) promotion of urbanization and (5) difficulty to execute the planning. Reduction of travel time in the road network due to improvement of the link is used as an index of the function of the network. Decrease in the number of traffic accidents is used as an index of traffic safety and expansion of the urbanized area is used for promotion of urbanization. The difficulty in the execution of planning is based on that of purchase of land. The method of priority rating is applied to Tokushima city. As a result, useful and significant information can be presented for implementation of planning.
