A study was conducted to investigate new fitness education programs in the USA, and to develop fitness education programs applicable to Japan. The valuation oflhe programs was made as a result of trial practices based on them. The results were as follows : 1. As the result of investigation of the programs in the USA, it became clear that there are some features different from the traditional fitness programs, in that health is emphasized, knowledge and skills are regarded important, as is a lifetime view. 2. During the first period (2000), the fitness programs for high school and university students were designed and practiced. A booklet titled "Learning Fitness 'HELP'" was developed and the program contents were described there. During the second period (2001), the fitness programs were conducted for university and junior high school students based on the previous year's planning. 3. A comprehensive analysis was tried by studying the learners' change of behavior, attitude, conception of competence, and achievements of knowledge and understanding. Regarding junior high school students, the conception of competence and achievements of knowledge were improved, but the attitude was not changed. Regarding high school students, the conception of competence and attitude toward physical activity were improved. Regarding university students, the programs were examined through the learners' attitude, conception of competence, stage of change for exercise behavior. In addition, the learners were divided into three groups. As the result, the score of the learners who originally had a lower score for attitude and conception of competence rose, but the score of learners who had a higher score originally did not change. It is clarified that the students in the stages of precontemplation and contemplation moved to the higher stages, but for the learners in the higher stages there was no change.
