Research Abstract |
The theme of this research is a comparative study on the inner city planning systems that can realize public involvement. Not only in Japan, but also in Europe, there is a trend toward the renewal of inner city. To reach a consensus on the planning in this district is extraordinarily difficult, because there are a lot of factors such as residents. Therefore, the new inner city planning is now under the necessity of respecting public involvement. There have been many analyses of it from the viewpoint of town planning, but such a traditional way of thinking that is limited to the construction department is not enough to solve the inner city problems. Some Japanese cities have tried to create a new type of policy planning. In this new system, citizen can get a lot of information about planning and participate in planning process. After the plan is applied, an independent committee must check results and propose a new management of the plan. People can view the report of the committee and the government budget that allocates a particular program in the plan. As a result, inner city planning must also be incorporated into this new policy planning system of local government.
