Research Abstract |
Goals and objects of this study are to explain the variable of changing the U.S.Forces in North East Asia, to provide scenarios on the new developments following the peace process between North and South in Korean Peninsular, and seek options of allies responding to the U.S.forces deployment in the worldwide. The purposes of alliance of the U.S.during the Cold War period were formed by strategic considerations and economic conditions.In the Post war era and after the September 11, it became hard to maintain a sort of "permanent alliance" shared the common threats and it proceeded to form "ad hoc alliance" toward a current threat.Because of ad hoc type, new alliances require consultations among allies on the U.S.force structure ; number of the forces, size and function oft the troops, and chains of command and order.Such change of the force structure affects the function of military bases and the domestic politics in the allies. r of the study project, U.S. and British coalition forces started campaign against Iraq and defeated Saddam Hussein Regime a month later.More than 30 countries to continue occupation of Iraq until now have formed the ad hoc alliance, which is called "coalition of the willing." The old type of alliance such as U.S.-Korea relations emerged with the Cold War was reviewed by Bush administration. U.S.Secretary of Defense Donald Rumsfeld testified a reduction of U.S.Forces in Korea and Germany at the hearing of the U.S.Congress in February 2003.The consultation between U.S. and Korea was developed to cut the number of the U.S. Forces and has affected to the US-Japan alliance. In the final year, materials that were collected in past years were organized to analyze the change of U.S. force structure in North East Asia.As an outcome, a report was produced and opened to public.In the report, it focuses on how the coordination was made between US Forces and Japanese Self-Defense Forces in term of the roles and missions by using the declassified records of the US Pacific Command.The report concluded that a "complementary force relationship between US and Japan has been build by the U.S. side effort.The role and missions of Japanese Self-Defense Forces is to support U.S. military operation in the surrounding Japan area and to perform defense capability instead of US Forces in Japan area.
