Research Abstract

平成15年度は、労働組合の一次資料収集の継続、労働組合組織と政策分析を継続しつつ本申請研究のこれまでの中間的成果として、ドイツ・ベルリン自由大学で行われた第13回国際労使関係学会(IIRA)での報告をおこなった。
報告タイトルは、"Towards Gendering Trade Unions in Japan and Germany --- The Impact of Expanding Part-time Employment in the 1990s"である。その報告では、本研究での分析対象となっている両国のナショナル・センターである連合、ドイツ労働組合総同盟(DGB)がとるジェンダー政策の分析を柱として、1990年代における日独の労使関係の比較的分析を試みた。とくに、これまでの研究実績から得られた両国の労働組合において、非正規雇用の拡大とそれに伴う均等原則の取り組みとが1995年の北京国際女性会議で提起された「ジェンダーの主流化」を起点として着手されていた点に注目した。さらに、日本では男女共同参画社会の実現が、ドイツではEUの「ジェンダーの主流化」政策が社会的背景ともなっている点にも言及した。
なお、IIRAでの報告は海外学術雑誌Industrielle Beziehungenにタイトル"Towards Gender Mainstreaming Trade Unions in Japan and Germany : The impact of expanding part-time employment in the 1990s"で刊行予定となり、そのための英文原稿の作成作業は今年度の重要な作業の一つとなった。
