Research Abstract |
This research performed comprehensive survey to 14299 providers, chick are all providers of visiting care or visiting bath service. We collected the information from 2565 providers, and the return rate was 18%. In the questionnaire, we asked the location of the provider, year of foundation, type of management, benefit, workers, number of volunteers, time in service, vacancy of care giver at home, total hours of services, experience, frequency of training, related institution, and effort of development in quality in 19th August, 2002. Besides, we asked how they adjust their services with respect to the hypothetical change o***e payment schedule. Based on this survey, we studied the supply behavior, comparison among profit and non-profit providers, development skill in providers and area variation in skill development. These studies forecast the effect of reform in payment schedule of social insurance of long term care for the elderly, and empirically discuss the role of big non-profit provider "Shakai-Fukushi-Kyougikai" (in English, commitee of social welfare). Concerning the forecast of the effect of reform in payment schedule of social insurance of long term care for the elderly, it predicts increase in home service by 3% and raise the total cost by 8%. Concerning the "Shakai-Fukushi-Kyougikai," we find that its role in employment or improvement in their skill is limited and indicates that appropriate competition with for-profit provider. We also find wide area variation in skill improvement program.
