Research Abstract |
The research is concerned with the proper management of the waste plastics for agriculture as a main subject. It functions with dealing investigation on : (1)formation of managing system and appropriate activities, (2)discharge and collection system, (3)management of processing facilities, (4)the cost allocation of business proprietor (farmer), (5)processed scrap market and vein industry. Those are expected to analyze and then shown solutions from the socio-economic viewpoint. The results are the following ; As for (1), coordinating committees for proper management at the prefecture and community levels should be organized and functioned to act for making their agreement and roles clear. They could be very effective, if they are managed well. (2), when farmers groups are well organized and functioned in addition to the administration, agricultural cooperatives and commercial companies, discharge and collection system could take part in big roles and improves the dealing which suggests t

(3), the choice of the middle treatment or the processed scrap production is important with securing a throughput, and that a processed scrap market was ascertained is necessary for the quality improvement of processed scrap by the management of processing facilities, because the increase of the processing cost due to the quality improvement takes place higher farmer's payment. (4), farmer's payment expands into the difference in size, though there was a difference in a method to deal with for adjustment with the processing dealer in the prefectures, and there were high shares of the payment by the government in processing cost, shifting to farmers payment remarkably. (5), while the amounts of discharge show a tendency to decrease, securing of the amount of collection should be necessary for keeping the operating ratio, and processing facilities grope for the wide area collection system. Exclude prefecture own principle in the prefectures with no processing facilities, and it is to become an investment cost reduction that proper management is planned by the connection in these prefectures, and be useful for good management of the processing facilities as well. As for one prefecture deposit of Miyazaki Prefectures concerning to (6), many office works are to be the burden of the managing organization so that the simplification of the information processing is to be indispensable. (7), it is the main factor of the high share of the reclamation in Hokkaido that a reclamation cost is low in comparison with recycling.
