| Outline of Annual Research Achievements |
People's environmental consciousness is the foundation of environmental policy enactment and rights setting. The purpose of this research is to explore the possible framework of procedural environmental rights from a citizen's perspective by exploring the formation mechanism of environmental consciousness. In the past year the following researches were finished.
1. On the basis of criticizing and learning from previous studies, the theoretical and analysis framework was clearly clarified. This is the theoretical foundation of the research.
2. Based on the clarification of the research theoretical framework, a social survey was conducted during 10~30, June, 2014. 508 valid samples were collected from the survey. This is empirical basis of this research.
3. Based on the theoretical study and analysis of the data that collected from the survey, three international conferences and one national conference were done. From the communication and discussion with other researchers and scholars, the research was further improved and advanced.

2: Research has progressed on the whole more than it was originally planned.
Reason
Theoretical analysis, social survey and data analysis are the three main contents of this research. Based on the literature review, theoretical and analysis framework was clarified in May, 2014. According to the research purpose and theoretical framework, a social survey was conducted in June, 2014. A carefully designed questionnaire was used by the investigators to interview the respondents who were scientifically selected by the multistage sampling method.508 respondents from 51 villages of China were interviewed. Now the present research is under the stage of data analysis and academic paper writing. Based on the data analysis and academic paper, the dissertation will be written.

| Strategy for Future Research Activity |
The main tasks for the future work are data analysis, academic paper and dissertation writing. Data analysis will be finished at the end of May. After that dissertation writing will be started and the first draft will be finished at the end of August. Based on the results and conclusions that derived from the dissertation, discussion and communication with other researchers will be conducted. If necessary, supplementary survey will be conducted before the middle of October. Based on the discussion, supplementary survey, dissertation will be revised iteratively and the final version will be finished at the end of 2015.
