Research Abstract |
The result of this study is as follows. 1)Extension of oil spill simulation system To reduce uncertainties in 2-dimensional sea current information, the assimilation of observation information is realized as part of the system for oil spills analysis and prediction. Satellite data, such as RADAESAT, can extract the sea current information, but considering the physical phenomena in the oil spill accident the time frequency is low. We have used the oil slick by using RADARSAT data as the assimilation data in oil drift model. However, when applying for extracting the sea surface current, because of the low time frequency of RADARSAT, the simulation is inapplicable. In this study, the land base nautical radar is used to extract the sea current as the assimilation data of oil spill simulation system. The result is calibrated by using in sitsu data in Sea of Okhotsuku. This system will be extended for the oil spill simulation from Sakalin. As a result of the comparison between radar data and observation data, there was no verification at the sufficient accuracy. 2)Application of the ESI map as a tool which adjusts the conflict between stakeholders in oil-spill By adding social information such as the fishery information etc. to the ESI map mainly on natural information such as the beach structure etc., the tool which could adjust the interest between stakeholders in the oil accident was made experimentally. 3)Discuss on the regional contingency plan for oil-spill accident Using the output from 2s result, the regional contingency plan for oil-spill accident the was discussed for arrangement of the present condition of the conflict among the stakeholders from lessons of Anthodia oil spill's incident. This study proposed using an ESI map as a solution, and verified the ESI map positively in the coast of Abashiri, Hokkaido pref..
