Research Abstract |
The purpose of this research is to develop a next generation model of Industry-Academia-Government collaboration system in Okinawa Prefecture and its strategic management for effective Technology Licensing Organization(TLO) to benefit society. We examined the possibility and opportunities of TLO in Okinawa in comparison with other existing TLOs in main land, United States, and China. As a result, five key factors for success were recognized as follows. First, more deliberate discussion on its profitability and human resources management would be required before establishing TLO. Second, to assure the employment of intellectual property specialists such as patent attorney and advisor, and concurrent human resource development programs are urgent matters. Third, a variety of activities to enlighten professors and faculty members at the universities in Okinawa should be needed because local people have a high tendency to be not interested in the function of TLO. Forth, reconsideration on the coevolution between traditional TLOs and newly established intellectual property sectors after institutionalization of national universities would be critical. Finally, comprehensive and integrated strategy of intellectual property management including brand and contents such as traditional culture, music, and arts would be valuable for Okinawa.
