Outline of Final Research Achievements

A study was conducted by the Board of Education, which began after World War Ⅱ, focusing on the Board of Education in Mie prefecture to grasp the actual regional situation. In addition to policies of the Ministry of Education, educational administration was affected by the occupying army, which made it difficult for regional administration to develop smoothly.
Under circumstances, the Mie Pref. Board was inaugurated while facing numerous challenges. The initial struggle was to establish the various regulations. Thereafter, repeated discussions were held several times regarding issues；the construction of the organization, challenges for establishing senior high schools, and so on. To inspect these deliberations, the author has studied the minutes, bulletins, and more. Through these researches, a list was made of the dates on which the Board was held, attendance by the members, the items for deliberation and report. On this basis, it is possible to gain an overview of the activities.

Academic Significance and Societal Importance of the Research Achievements

戦後教育改革に関する先行研究においては、文部省による制度改革そして連合国軍総司令部や民間情報教育局（CI&E）など占領政策にかかる成果が生み出されてきた。これら中央から発せられた諸政策および指令を、地方はどのように受容して管内の教育行政を展開したかという点については十分に探究されてこなかった。
本研究課題において、筆者は三重県教育委員会に焦点を当てて、地方における教育制度の整備や教育行政の展開の実態を明らかにすることを試みた。教育委員会における審議事項・報告事項を通して、その成立過程を検証した。基礎資料の蒐集かつ整理をすることにより、占領下における同委員会の活動を概観することが可能になった。
